After consulting our logs and talking to guilds who have downed the boss, it looks like the problem is that we are taking too long to stomp out the active volcanoes, and their Eruption effect is becoming unhealable.  (There were some parses where not a single person got stomped or hit the magma flow and we still wiped)

What has been suggested:
2 Tanks (1 Spark tank, 1 Fragment Tank)
3 Healers (1 on tanks, two on raid.  This is so if an active volcano stays up for too long it can be healed through)
2 Melee on legs
1 Ranged on legs which gives out directions on which leg the melee should attack.
2 Ranged with good AoE killing the Fragments, then the Spark.  (Hunters, Boomkins, Demonology Lock, etc.)

I have highlighted what the groups I talked to both said was the most important; someone steering the boss that communicates with the others which direction he needs to go to hit the active volcano.  While our approach to drive the boss in a circle around the arena worked for him not drinking magma, apparently the Eruption effect is quite lethal as well.

We've spent a grand total of 3 hours wiping on this boss, so if anyone comes up with an idea on what were are doing wrong or how we can improve please post it here.  Looking at the logs, I honestly have no idea.  Huh

Shannox Burn Phase

The Shannox 30% -> 0% burn is similar to burn phase of Lord Ryolith, so we should be more then fine there.  DPS with the group we had Thursday should also be right around what we need to get Baleroc down.

1. Talent Spec
1.1 Your Spec
Spec
Glyph of Serpent Sting can be replaced with Glyph of Arcane Shot.
Major and Minor glyphs do not have an impact on DPS and are more for quality of life, pick whichever you prefer.  I like Glyph of Trap Launcher and Glyph of Ice Trap.

1.2 Pet Talent Spec
Ferocity Pet Spec
Tenacity Pet Spec
Which pet to use depends on raid composition and buff coverage.  There is no one right answer for every situation, so it is good to have different pets with different buffs.  
For Ferocity pets, Call of the Wild has the same cooldown as Rapid Fire and they can be macroed together as follows (turning off Pet Auto-Use of Call of the Wild):

This can replace Rapid Fire on your action bar; it will not generate an error if you have a tenacity pet out.

2. Reforging, Gems, and Enchanting
A note on gear; always wear full Mail!  The 5% Agility bonus is enormous and outweighs slightly better stats on some leather gear.
2.1 Stat Weights
Weapon DPS -> Agility -> Hit (to 961) -> Haste (to ~837) -> Crit -> Mastery -> Haste (past ~837)
In general you will want to reforge your gear so that every piece has Crit and you reach the haste and hit caps.  There is another Haste cap at 2334 haste, but it is not reachable with ~355 item level.
2.2 Gemming
Meta: [Agile Shadowspirit Diamond]
Red: [Delicate Inferno Ruby]
Blue: [Glinting Demonseye]
Yellow: [Deadly Ember Topaz]
Given Agility's relative weighting, you will want to use [Delicate Inferno Ruby] in every socket unless the socket bonus would provide an equal or greater amount of agility to the gem.
2.3 Enchants
Head : Arcanum of Ramkahen
Shoulder : Greater Inscription of Shattered Crystal
Cloak : Major Agility
Chest : Mighty Stats / Peerless Stats
Bracers : Agility
Weapon : Mighty Agility
Ranged : Flintlocke's Woodchucker
Gloves : Greater Agility
Belt : Ebonsteel Belt Buckle
Boots : Greater Agility / Assassins Step

3. Shot Priority
For both situations you will want to be in Aspect of the Hawk.  Not moving additionally procs Sniper Training, so it is best not to move unless required by the fight. (eg fire underneath you)  
Single Target
Hunters Mark (If target not marked)
Serpent Sting (If target not already Serpent Stung)
Black Arrow
Explosive Shot
Kill Shot [If available]
Arcane Shot [If doing so would not make you miss an Explosive shot; can be ignored at 837 haste cap]
Cobra Shot

If the Haste Cap was reached, each Cobra Shot will take 1.66 seconds so you will have time for exactly three Cobra Shots in between each explosive shot.

Cobra Shot

Both Ice-Trap and Snake-Trap can be used to snare adds.  It is best not to use both at the same time so you get more frequent snares.  You want to cast Multi-Shot at least every 6 seconds to keep Serpent Sting up on the group of adds.

Lock and Load Procs
When you get a Lock and Load proc the rotation changes; casting both Explosive Shots back to back is a DPS loss.

The burn phase lasts ~2.25 minutes and we were short ~1,000,000 damage.  This means we need to increase raid DPS ~7,407 during the burn phase.

Beth'tilac Closest Attempt Web Phase
The easiest way to add a million DPS is to send one DPS up during the first web phase.  This way the healer can use abilities to keep the additional DPS up which will come off cooldown before the burn-phase.  The DPS can also use abilities which will come off cooldown before the burn-phase.  Good candidates for this are DPS with a strong burst phase. (Arcane Mage, Retribution Paladin, Marksmanship Hunter)

Raiding is hard.  Playing your class to your fullest potential makes raiding easier.  The following should be required for raiding.

Step 1: Mastering your Class: Talents, Glyphs, and Rotation
Elitist Jerks
I can not stress how important it is to read your class & specs thread on this website.  Whether you are a tank, healer, or DPS this is a must.  Picking the right talents and glyphs, and using the right abilities at the right time for single target and Area-of-Effect situations is a tremendous benefit to the raid.  Elitist Jerks is highly accurate because it is constantly peer reviewed by people downing the hardest content in the game.  Even if you think you know everything about your class, there is always something that can be learned and Elitist Jerks is one of the best places to learn it.

Step 2: Gearing Part II: Gems, Enchants, and Reforges
Gear Optimizer
So you've done 1,000 Heroic Dungeons and are looking purple.  Item Level isn't everything though, and you can squeeze more out of your gear by picking a better set of gems, enchants, and reforges to make it truly Epic.  The site linked is a good calculator for Reforges, and has editable stat weights.  Once again, Elitist Jerks also has very good suggestions on what gems and enchants are good for your class and spec.

Step 3: Consumables: Flasks, Food, and Potions
There are three categories of consumable items, all of which are equally important in downing bosses.
Flasks increase your primary stat by 300 for one hour and persist through death.
Food increases your primary stat and stamina by 90 for one hour, but death ends them so it is important to eat before every boss attempt.
Potions are items which are used during combat to provide a short but very large boost to stats, examples are Potion of the Tol'vir, Volcanic Potion, Golemsblood Potion.  These are good to line up with strong cooldowns like Time Warp and also help tremendously with the end-phases of many fights, where there is a small amount of time to kill the boss.

Step 4: Fight Knowledge
For some fights there are 10 different players with 10 different jobs.  It helps if you read the Dungeon Journal or watch the fight video beforehand, so that less needs to be explained during Raid.

The method I have had the most success with is the one we will attempt first.  In general the fight is a hunter Shannox, and his two dogs.  Most videos contain older three-tank strategies, but are a good reference for how the fight looks.

DPS
Rageface to 0% -> Shannox to 40% -> Riplimb to 0% -> Shannox to 0%
Watch out for traps on the ground; Deadly Boss Mods will call them out so move to the side when they appear.
When the spear is thrown a coil of flames appears before exploding.  Don't stand on the flames.
One Ranged DPS with a slow will be on Riplimb the entire fight.  Their job is to slow Riplimb when the spear is thrown and immediately after Riplimb breaks out of a crystal prison trap.
Shannox has an arcing cleave, so Melee DPS can not stand in front of him.

Healers
Watch out for traps on the ground; Deadly Boss Mods will call them out so move to the side when they appear.
There will be one healer assigned to Shannox tank, one to Riplimb tank, and one to raid.
When Rageface dies Shannox damage increases so the Raid healer will help with healing the Shannox tank.
When Riplimb dies the Riplimb tank will move on to healing the Shannox tank.
Tank healers will need to chase tanks throughout the fight and may be out of range of the raid at some times.

Shannox Tank
Avoid stepping in traps.
Shannox will be pulled along the road slowly, so that traps do not accumulate in one spot.  When the end of the road is reached, turn around and continue.
(If needed, the Shannox tank can also run with shannox to make Riplimb take longer to reach him if stacks will not fall off)

Riplimb Tank
Avoid stepping in traps.
Keep Riplimb as far away from Shannox as possible; if he is too far he will get Seperation Anxiety and glow red.
When the spear is thrown run towards Shannox to increase the distance the dog must run to get the spear.  If possible, get Riplimb in a crystal prison trap while the spear is out.  You must not get hit for 30 seconds in order for jagged tear stacks to fall off.
Paladin tanks can use their bubble right before Riplimb reaches them, and he will run to the next highest threat target.  They will need to turn it off before Riplimb reaches this target.  It is risky but can add a few seconds if stacks won't drop.

The main aspect of the fight is getting the Jagged Tear debuff to fall off and avoiding traps.  Hitting traps will reduce DPS and make the enrage timer very difficult to reach.  If Jagged Tear stacks do not fall off, healing will become too intense and healers will OOM too quickly in the fight.

I have some experience bear-tanking in Cataclysm.

I've tried quite a few different gearing strategies and found... that bear tanks are quite forgiving on what secondary stats you pick.  From a healer perspective, its quite obvious if a shield tank isn't stacking mastery but harder to tell if a bear tank is stacking Agility/Stamina/Dodge/Crit/etc...

I eventually based my spec off of:
Sejta of Paragon
But with taking two points out of Fury Swipes and putting them into Brutal Impact. My Spec

I think this is a good idea, though the fights in Firelands will probably be too hard at 346 ilvl.  15k+ dps for every member is required for even the first boss in FL.  (This should be quite easy to hit with Zandalari Heroic/Justice gear + gems/enchants though)

My initial idea for a raid night was Tuesday at 5pm server (8pm EST) with a potential supplemental raid night at the same time the following day.

Tuesdays are popular because of the server reset and because new content is added on these days. I don't know how accessible the time slot is, though, so some feedback would be helpful. I know that we have ponies from a variety of different time zones.

This would be my preferred time for a raid night as well.
